The 19-year-old clocked a personal best time of 45 minutes and 12.84 seconds under sweltering conditions, while compatriot Chai Xue finished sixth in 48:09.51.
Liu Hong, who has been mainly practicing the 20 km, attributed her victory to her tactics.
"We've prepared well for this race and were confident about clinching the title. The result proved that our tactics were quite right.¡±
In the following men's race, Chinese pair Bo Xiangdong and Huang Zhengyu finished one-two in the men's race to secure the gold and silver.
Bo Xiangdong said that he there were still room for him to improve.
"I need to improve on my skills, and meanwhile increase my endurance. It¡¯s a long-term task and I will make it step by step. "
18-year-old Yang Yansheng won another silver for China after he cleared 5.54 meters in men's pole vault event, though the gold went to Argentina's German Chiaraviglio.
ZhangYuan, Song Liwei and Guo Yanxiang each added one bronze medal apiece for China.
Kenya's runners again displayed their power in long-distance running events as they swept the gold medals in the women's 3,000 meters and men's 3,000 meters steeplechase respectively.
In other events on Saturday evening, Estonian strongman Margus Hunt pocketed his second gold in the tournament from the men's shot put.
Rohnda Watkins of Trinidad and Tobago triumphed in the women's long jump.
While South Africa's John Robert Oosthuizen and German Sandra Schaffarzik shared the men's and women's javelin throw titles.
Kenya is now in top place on the medal tally with five golds, five silvers and two bronze medals. China and Russia follow.
